There are four common routes to a phone, and the right one depends less on technology than on what the product does.
A responsive website. One codebase, no stores, instant updates. No store presence and limited access to the device.
An installable web app. Adds a home-screen icon and some offline behaviour. Support differs between platforms.
Cross-platform (React Native, Flutter and similar). One codebase for both stores, close to native. You still deal with both stores and some platform-specific work.
Fully native. The best fit with each platform and full access to the device. Two codebases, two skill sets.
Questions that settle it:
- Do you need the camera, sensors, background work or reliable push notifications?
- Do your customers look for products like yours in an app store?
- Will you sell digital goods, and can your margins take the store's cut?
- How many people will maintain it?
- How quickly do you need to ship fixes?
